I find there's no way around spending a lot if you want to look good. However, check out places like Harry Rosen and Holt Renfrew when they have a sale. Generally it happens twice a year (once around this time and once around Christmas time). You can usually find stuff for around half price around that time, so you'll still be spending a decent amount of money, but it won't be much more than you would spend at Mexx or Banana Republic. Also, don't be afraid of salesmen. Yes there are a few sleazy ones out there that are just out to make some money, but the vast majority will work with your body type and skin colour and try to work with what you are looking for.

I find a decent pair of dress pants at regular price from one of those places to cost you around $200 to $300 and a decent shirt around $180 to $250. So if you can get it at half price, it makes quite a difference.
