It'd be tough. One thing I think would have to happen is localization, you cant spread it out over the entire country, you have to localize it.

Further, one of the stipulations that FIFA tends to put into a developing soccer nation hosting a World Cup is the requirement to have a domestic league up and running within a designated period of time after the competition if one doesnt already exist.
