Right now is an awesome time to get in cheap as long as you don't care about video recording... which is pretty akward on DSLR's. Models without video are being blown out, and to be honest, I never use it on my camera, as I have a dedicated HD video camera.
You can pick up Rebel XS's with IS kit lens's for $399 at Walmart. For most people, the pictures will be no different than if you get a a super expensive setup. For the first year, the learning curve is so steep anyway, you will have all you need. Its essentially what I started with (XT then XS) and I paid $1100 for my XT in 2006... body only, and that was a deal! The current XS is twice the camera, with a lens, for a third of the cost.
