I used to think that too until I got sick of my son not wanting to hold my hand and him whining, pulling and crying about it when we went somewhere - this option gives both parties what they want. Security for me - perceived freedom for him. It's not like I would yank on it and yell 'heel' when he started to get to the end of the leash.
