Noble is the level where you and the computer are even. Anythign above that and the computer starts to get crazy building bonuses.

If you are unable to finish on warlord my guess is that you are not developing your individual cities enough . In order, to keep production up you need to develop quickly and stay up to date on science.

I was playing on the world scenario with 18 civilizations. I can barely beat this one on Prince, but anything more is impossible. The guys will come at you from multiple angles each one with crazy building advantages. When they get a technology advantage they share it among themselves but often refuse to trade with me.....arghh.

I can beat Civ2 on diety but this is tough.
