Civil Unions == Marriage in Canada
The government of Canada only recognizes "civil" Marriages, not religious ones. If you get "married" in a church, you aren't Married before the law until you fill out the correct paperwork and swear the oaths before a licensed marriage commissioner.
As for religion being a part of it, there are religions that do perform same sex marriages, including (but not exclusively) the United Church of Canada. There is no freedom of religion argument that holds any water for an outright ban of Marriages.
