The mere though of that makes me shudder...
That said, what a pile of crap. There's no way that putting a hook through that little piece of flesh would work. You'd be dragging the (poor cute little) mutt for about 15 seconds before it's thrashing & the ocean's current would rip the (poor cute little) mutt's upper lip right in half.
Now, if you were going to use (poor cute little) mutts for shark bait, a collar with a bunch of hooks on it would work much better.
