They are. When we went to Beijing in 2008, we took a cab from the airport. When we were almost at the hotel, a woman started crossing the street and the cabbie went right at her. If she hadn't jumped for cover, we would have run her down. Mrs. Impaler was "OMG"; I was "What a country!"
I also enjoyed it when we were in a cab another time... there was fairly heavy traffic, and our guy just went down the dotted line between lanes and basically forced the sea to part, much like Moses.
