There was a man on the goal line, that puts the Mexican foward onside. That's the way I have always known the rule.

Nope, the position (Goalie or defnder) of the player doesn't matter, you have to have 2 players between you and the net. The defender was on the line, but the goalie was forward of the Mexican player when the ball was tipped to him.
Absolutely the right call. The question is, was the ball going in the net anyway before the mexican guy pounded it home? If it was, it would have been a goal had the last Mexican player not touched it.
