It's not the last defender, it's the last 2.
Offside is about whether there are 2 defenders goal side of the attacking player. So once the keeper came out there was only 1 defender. Any defender counts but usually the keeper is one of them. Linesmen often blow that call when there is a scramble in the 18 because they mentally count the keeper even when he's out.
But this linesman got it right.
I'm sure at halftime Lenarduzzi will explain it better than me.
