McIver often knows the issues as well as, if not better than many of his colleagues on council. His asking of questions is done in a way to set up his grandstanding diatribes. He plays dumb and cherry-picks questions he already knows the answers to in order to get things on the public record. He then uses the answers to the carefully-chosen questions as a means to support his argument, or to be the contrary to his argument.
His stands are indeed often ridiculous, but not hasty.

Oh, I totally agree he does this - he's the worst grandstander I've ever seen, but I've also witnessed plain ignorance on issues. But not as bad as other members on council (Linda Fox-Mellway, Ray Jones) who might as well be pylons.
