Probably just someone out for a spin enjoying the view of the city at night. I know you can request lower altitudes from ATC if you wish, it is up to them to grant it though. Usually they'll have you around 5000'-5500' (above sea level) over the city.
Over the last week or so I've watched the odd Cessna orbiting around downtown maybe only around 4500'. So perhaps they feel like getting a closer view? Not as safe as far as an engine failure situation may go, I'd prefer a few more seconds of gliding time to find a suitable place to put a plane down in the city, your options are pretty limited.
The CPS only uses HAWCS as far as I know.
