They made the list short and easy, so that it is enforceable and easily monitored. No grey areas. Also, as long as the people support Hamas, they should expect a long, not enjoyable and rather unpleasent blockade. In fact, the blockade still provides for health care, education and other items, things that any other group launching rockets would not enjoy.
