Heard that the BOPs were not functioning for two weeks prior to the blowout. If thats true then they deserve all the sh%t that is coming.
Have always heard about lax standards in the US. People go visit wells being drilled in Texas and the BOP stack is laying beside the rig, dudes smoking while tripping pipe without shirts or hardhats. Who knows maybe that extended to offshore operations.
