Look, as a Federal employee, someone who is disabled has been entiled to 100% coverage of any paid parking to accommodate the disability. If she has mobility issues there are avenues to take.
She should not be taking handicap parking stalls that are designed for the general public to use for short periods of time as her own personal parking stall.
I have seen people in wheel chairs driver around the building 4-5 times thinking that the car will move because they think the person is just using the service in the building.
