The training for Police has moved away from using force to attempting to de-escalate situations. The use of force component is designed to minimize any injuries. Instead of dog piling a guy who would end up with a bunch of busted bones (resulting in civil liberties groups crying foul and scaring liberals), they now use other tactics which are designed to minimize contact and risks of injuries (like the taser (which results in civil liberties groups crying foul and scaring liberals)).
Next time you're in trouble, forget the police and call a crackhead... Afterall, they know street fighting.
