hostgator is decent. I've been on dreamhost a number of times (you can usually find a coupon code to reduce the cost for a year by a lot).
I currently use Cirtex Hosting since Dreamhost (and 1and1 and previous hosts) gave me too many problems with email, being down for hours or even a day at a time. Not common on either I'm sure, but still.
Next time I move hosts I'm moving email over to Google for domains and not hosting email with a specific host again.
Just keep in mind that all the hosts that claim huge amounts of disk space and bandwidth for dollars a month are doing what's called overselling.. they oversell each server knowing full well that most clients will never use 1% of what they advertise.. but if you check their terms, they can (and will) boot you off if your site does become too resource intensive. Probably not an issue for your dad's site, but just something to keep in mind for those looking for cheap hosting, always know you're going to have to move if your site becomes popular and generates lots of traffic.
