Persona got bought by Eastlink, which does own a few bits and pieces out of their Atlantic stronghold, but a G & M article from last week suggests they would be more apt to swap their Western holdings for bits and pieces that others hold down east...which is how for example Shaw got all of Calgary. Eastlink has already sold the Persona holdings in Saskatchewan to Access, a co-op cable company that is centred out of Regina.

As for the OP's question, the short answer is no. There isn't a good business case for creating all that infrastructure (the cable) in order to try and go up against two established companies that already have a huge capital base behind them (Shaw and Telus in Calgary). MMDS systems such as Image Cable would be a way of entering the market but the technology hasn't been successful in an urban setting in Canada.
