All auto glass is made from tempered glass and while the risk of getting cut is a lot lower it can still cut you when you are in a accident and the windows break.
Also, if the reasoning behind tinted windows being illegal because EMS has a tough time breaking the window easily then why isn't it illegal to tint the back windows?
I'd hope they cared as much for the back seat passengers (who are usually kids) as the front.
