This is a very short cited accusation as arguably the largest artist in rap for the past 10 years is probably Jay-Z. The credit he gives for sampling in his work is often lyrical, not actual beats or 'the actual song'.
I'm not going to argue about the other rappers that have one hit singles and never heard from again. The artists from the 60's and 70's were doing the same thing, rock and roll was gaining momentum and the artists were just 'sampling' older country/western tunes.
