There are NO quotas. That being said, it is part of their job. How many of you have jobs that require you to meet certain performance expectations? Can you pick and chose which ones you want to meet?
Fact of the matter is, and SureLoss, you can google this too, Calgarians have deemed traffic safety one of the most important issues in the city. Like it or not, along with traffic education, check stops, green light cameras and red light cameras, traffic summons are one the main ways to "educate". It earns revenue, in fact a huge amount of revenue, that goes to fund a wide range of things not just the police services themselves.
Getting back to the tint issue, they can't tow your car and get it removed. That is a myth. However, if you continue to drive and the cop decides to do some investigating, and finds this is one of multiple tinted window tickets you have received recently, you can be compelled to court or even arrested. That's right, arrested for tinted windows.
I for one can't stand tined windows. That cop safety issue aside, I can never tell what the hell the driver is looking at when his windows are super dark. Does he see me? Is he talking on his phone? Is he masturbating?
