I recall going camping in BC several years ago to a provincial campground and they all had a "no booze" rule. We still brought some beers or what-not and drank quietly around our campfire. We even had the park warden come over and hang out for a bit during the evening. No tickets were issued and everyone had a grand time.
This isn't designed to ticket the average person sitting around a campfire quietly drinking a beer from a cup. It's designed to crack down on the drunken morons who believe that there own fun is the most important thing regardless of who else might be camped near them. Those same idiots who are screaming through the park at 3am, singing at the top of their lungs, and leaving their litter all over for others to clean up. Throw the book at those tools.
