This is what I think should happen. Probably won't, but it would be one of the best teams ever if it did.
Bulls sign LeBron James and Dwyane Wade to max-money deals, and then offer Chris Bosh, Carlos Boozer or Amare Stoudemire a bit less than max money. One of them will accept, if they have an opportunity to play on a team with James, Wade and Rose.
That gives them a lineup of:
Backcourt: Rose - Wade
Forwards: James - Noah - one of Bosh/Boozer/Stoudemire
Bench: Luol Deng, Kirk Hinrich, James Johnson, Taj Gibson
Sign Ray Allen as the aging vet looking for one (or two) more ring(s), then round out your 12-man roster with a couple big guys for depth at the forward positions: Joe Smith, Antonio McDyess, Kwame Brown, Francisco Elson.
You would be paying luxury tax, but that core of Rose - Wade - James could win 4 or 5 championships.
