I'm afraid you would still need a Beta machine to play the tapes though they can be found on ebay or specialist websites. There are still some people online that specialize in fixing up Beta machines (along with anything you can think of with old electronics like 1950s TV collectors, record player collectors, etc.).

This one in Ontario is going for like $11 right now. Says it works great.
The TV tuner is just what you would used to digitize the video signal coming from the Beta machine to save it for posterity.
