Probably because he knew Sawyer would turn on him, it's the only way Jack would get on board. He wouldn't have gotten on the plane and he needed them in a trapped situation where Sawyer would make his desperate move. The plane likely wouldn't have worked. The only thing I don't get is Locke had to have known Jack would get on the sub and he only did that to carry Kate after she was shot.
