Sun however was stuck from the blast, and therefore would drown in the water.

It's quite possible that Sawyer's actions (which Locke was banking on) allowed for Jin to die. Or since his death was voluntary then maybe he never was a candidate and it was Sun. Widmore tried to protect Jin likely because he only had the name 'Kwon' to go on. The name on the 'list' doesn't decipher who is to be protected.
