Probably because using the city's estimate of $180k/year being earned by returning recyclables, and a conservative estimate of 1 bin/every 10 Calgarians (100 000 bins), that means the cost for each bin would be reduced by 15 cents.
So yeah, that's why you're paying $8/month, because it costs more than 15 cents/month to pick up your bin.
