People are in charge of their own homes and so they provide themselves with what they need to function in a relatively clean and safe manor.
The City, for the most part does the same thing with our Tax Dollars to provide the citizens with what they NEED.....and even "want".

I agree with your comment on people who litter, These are the NIMBY people who don't seem to care about those around them, but they are likely very concerned about their own domains. Like you said, they'll litter on the sidewalk, but not in their own back yards or homes.
There is no reason why the City can not provide Ashtrays in abundance for 200,000 people who smoke. It wasn't that long ago that they did just that. It all comes down to proper management (a whole seperate topic) and using a little common sense.
* The curiosity is killing me as to exactly how much the "Great Butt Crackdown" is costing me as an "Over Taxed" home owner in what is rapidly becoming this Jerkwater Berg known as Calgary.
...and No! I'm not leaving, Not while my Kids are still in School.

How exactly would a by-law increasing the fines for littering butts cost you anything? Kind of ironic that you bitch about a lack of ashtrays in one breath and then bitch about spending in the next, unless of course you were going to donate those ashtrays.
