I like it. I think they recognize that kids are going to play video games regardless... I like that they are attempting to teach them to be responsible about it, as well as some common decency towards other gamers and also ways to still incorporate other people in their gaming.
Not to mention, showing them how to take responsibility for acquiring their own games, and also how to manage and care for their systems.
