You're telling me that you know how they avoided the firewalls? You know how easy it could have been to catch them earlier? It sure sounds like you have a lot of familiarity with this, which is weird because you haven't shown any reason to believe any of your claims.

They found out and exposed the guy after this investigation was completed.
Which means that SEC IT people are a bunch of idiots, or they knew about it.....well at least the logs knew about it....

_ An accountant was blocked more than 16,000 times in a month from visiting websites classified as "Sex" or "Pornography."

....and nobody bothered to check or report them.
Because that accountant was suspended when he refused to testify in his defense.
EDIT: Go read other articles about this.
Apparently some guys were uploading their OWN porn onto websites, one other tried to access porn 1800 times in a two week period, others had over 600 porn images on government computers. One guy had a thumb drive connected to his government computer with hardcore porn on it.
Nevermind the security problems with that considering how easy it is for hackers to use images and videos to take control of your computer. One would think that the government would at least have the proper measures in place to prohibit security violations like that even if they can't stop people from watching porn.
Second EDIT: The official report also said that the problem began in 2008, and still hasn't stopped.

The report concluded that most of the cases began in 2008, just as the financial system began to collapse, and the problem hasn't stopped.

Yep, really catching them.
