Probably because no one really cares about the Chiefs, and they don't have the image the Raiders do.
You can't judge defensive lineman in their first year too well so you're jumping the gun on Jackson. Dorsey did show progress considering he aslo had to learn an entirely new scheme last year. I don't think either will ever be pro bowl guys but I think they can be key pieces of the D-Line for 8-10 years.
Cassel...he cost 31 million in guaranteed money for a team who had no QB and he was 10 times better than Jamarcus last year. Put Cassel on the Raiders and they probably win 9 games. After next year the Chiefs are more or less clear of their financial obligation to Cassel. Realistically any rookie like Stafford or Sanchez would have sucked on their team last year and wouldn't fare any better this coming season. If Cassel is in fact a decent QB than the Chiefs will be in good shape once a cap is put back into place with that contract due to the accelerated bonuses in that contract already having been paid out.
The Chiefs 2008 draft actually doesn't look that bad to me, as after Dorsey they got Albert at 15 who is a starting Left Tackle although some feel he should be a guard. Either way a starting OL at that spot is a decent pick. Brandon Flowers at 35 is a really good corner, and Jamaal Charles ran for 1100 yards last year.
When a team is bad and picks in the top 10 though it can be a curse. The player picked 5th isn't necessarily any better than a guy picked 15th, but has to play on a worse team and takes up more money. It's a tough cycle to break, as Cleveland, KC, Detroit, St.Louis, and Oakland have all been there a lot recently. Hence why the NFL really needs to put a limit on rookie contracts.
