I'm not going to comment on who is and who isn't a great lyric writer. But writing lyrics is much more than just putting words together. That's just poetry (not that poetry is a bad thing). To be a good lyricist, you must put the words together well, but you must also put the words together with the music (harmony/melody/instrumentation/etc) well.

Good, meaningful words that are good poetry are not good lyrics if they are tied to the wrong song.
