Way off...the average person will get about 12.50 back...Under the new system, 24 year old will pay more, if they have two tickets...
This reform only helps the YOUNG drivers, any one over 25 will see a very marginal reduction if any, and will be making it up for the 18 year olds...So really it only helps you for 9 years.
This makes no sense why they did it...
