If his contract was that little of a deal then Schefter (one of the most connected NFL sources in the league) wouldn't mention it at all. Fair enough, but I still stand by the point that his off field conduct is why the Steelers didn't want to pay him, not because his contract was for so much money. Conduct that ultimately landed him that suspension.
They already paid most of that contract and this was a chance to get something for a player they no longer wanted in their organization. Hence why the Steelers were willing to outright cut him if no one was willing to take him on. I don't think the amount of money they owed him on the last year of that rookie contract was an issue. There are a lot of receivers who are a lot less productive than Holmes making 5-10 times the salary he will next year.
