In my psychology 30 class in high school (developmental psych), we had a class where groups had to form an argument as to why they should be given the right to have a child. This argument was then presented to a committee who would "decide" if those parents got the right to conceive. We were using the same underlying principle: that you have to be qualified to have a child.

While the idea is good in that there would be fewer neglected/harmed children, I just can't see how it could ever be logistically enforced. Is a hospital going to turn away a mother in labour that didn't attend the course? Will a doctor perform an abortion because a pregnant woman refuses to attend? Of course those are over the top examples, but I think you get my general point.
