In Afghanistan you can't really do that because none of those guys, including the ones they DO have working for NATO are interested in doing things the right way.

Right. Whatever you may think of it, Iraq was a stable state with well-defined institutions and a history of central rule. Afghanistan has always been a bunch of loosely organized guys with guns competing with other loosely organized guys with guns for land, water, drug routes...
