I have worked both the city and highway road maintenance crews. The difference is night and day. Even though they must follow the same rules for signage, highways crew always follow them but city crews rarely do. The reason? Provincial inspectors don't bother looking at city workzones, only highway. They can get away with anything they want.
On the highway, the inspectors made sure every sign was placed correctly down to the meter, angled correctly, everyone was properly dressed and had the correct knowledge to do the job. If anything wrong was found, it meant a "demerit" or fine. However, with the city, you can just place signs wherever you think works, no one will come to tell you it's wrong.

The reason being, in any zone where the speed is over 60kph, the people actually doing work there cant shut it down. We need to call in traffic ops to do proper signage. They basically come in, set it up then fata off for the rest of they day until we are done.
If they set it up wrong, then so be it but there's nothing the paving crew can do to change that setup. The only thing the supervisors did do was open up the lane (which they werent supposed to, technically)

What are you talking about?! He wasn't complaining about you doing your job or that the roads were partially closed. He was complaining because this dumb@ss city can't seem to properly let people know that certain areas will be closed off entirely or at least have limited access until they are caught up in it. I'm glad we are going through the bit of pain right now in hopes of having better roadways in the future (that's debateble for some of the crap shortcuts they are calling fixes). But, you go off on some rant that doesn't really address the original topic. You don't feel sorry for him yet you agree with him... huh?!
