No question...anyone requiring oxygen to survive should not be allowed to drive. Makes all the sense in the world.

As for banning cylinders in motor vehicles...how in the hell are they supposed to get them in the first place? Any way you slice it, those cylinders have to be driven by someone at some point just to get to their destination.
