Okay all states that are relevant in shaping the International System. I'm not saying don't try and change the situation. However I don't believe in the power of the individual to create change on a mass scale. Therefore you would need institutions such as the United Nations to prevent states from 'hoodwinking' their populous. However for the UN to be legitimate those same states would have to give up their national sovereignty. Which isn't going to happen.
