It probably has more to do with the fact most conveyors have a sensor that stops the belt when stuff is close to the cashier end. Without the stick, the belt continues to move your stuff to the end of the belt thus negating the few cms of space and incurring the risk that the cashier did not notice and starts ringing your goods on the current customer's bill.
If the next item on the belt is a stick, then even the thickest cashiers will realize that they have completed ringing the current customer's goods and that, at that point, they should be receiving payment.
I don't believe the stick was ever intended as an anti-social device. However, based on your perception, they (stick manufacturers) should at least include a disclaimer: "This stick is not meant to be a barrier or inhibitor to social interaction. People using it as such are violating the spirit of its intended use."
