There are many dealers that are friendly - I suggest buying in Oregon, as there is no sales tax. I think you can buy in Montana too, I think sales tax is either due when you register the car there (which you're not, so you're good) or they make you sign a declaration that you're not a resident and the dealer doesn't charge you - i am sure the Montana dealers are very well versed in the process.
