I don't know if Mexican police count, but I witnessed a pretty crazy policia incident in Rosarito, Mexico in August. At about 10 pm, I was walking back to my room along an open air walkway on the 5th floor of our condo building when I heard tires screeching. I looked toward the town and saw a car attempting to make a 90 degree turn off of the main street at easily 80 mph because it was trying to outrun a police car. The fleeing car didn't make the turn, skidded down the street, slammed into some stuff and the came to rest with no signs of movement inside. The police car stopped behind it, the cop got out, walked up to the window of the other car, "pop" "pop," then walked away. Based on the lack of movement inside the first car, I'm assuming that the guy was either dead or knocked out anyway, but then the cop just finished him off. So if anyone is going to Baja, I'd recommend staying in your room after dark.
