Easy, tax on new homes that dont meet a density requirement, you tax every home in a new sub division what it would cost to build a new fire/police/ambulance for that suburb as those are capital costs.
When a new home costs $350K - a $7500ish tax is no longer too much to ask to pay for required capital infrastructure costs IMO. We just need a mayor who isnt bending over taking it from the building companies to get it done.
