Because it dominates the conversation, but in the end nobody cares THAT much. The end result will be that the gov't will "listen" by not changing the anthem, and we will all forget about it--and all the stuff that was hampering the Tories' agenda over the last six months will be an equally distant memory.
It's actually very shrewd politics.
