Yup call 311. I've done this a few times.
Once when I was driving in the early morning hours and spotted a massive goose flattened on the road.
One winter I found 2 baby bunnies frozen to death beside my house, I put them in a bag and left it on my curb. 311 sent someone to collect the remains.
