The original rules stated one vote one person. 10 votes per IP adress to allow for family/relatives...squirrel in the actic. Unfortunately for Pillsbury they did not do there homework. They had no idea simple things like could be done:
like clearing your cookies. They still have no idea about onion routers and so on. It did not occour to them that people would place multiple votes. Thus they were not protected against as you say but still against the rules.
