As Yoda once said- do or do not; there is no "try."
You need to do this in the following order:
- File the dispute with Paypal anyway.
- Once Paypal rejects your claim as it is past 45 days,
then file tihe dispute with Visa.
- Then if Visa says it is too late, escallate it with them. There is no reason for them to deny your claim just based on time having gone by.
