There's a lot more factors than just "how powerful creation is".. If we could have a lot more information about them we'd have better models, but since since no one knows in advance where and when they'll happen, that's very difficult.. unless you spend 100's of billions of dollars to blanket the earth with sensors to gather data.

Limited by computing power and time as well, the more accurate a model is the more complex it is and more computing power it would require. They may have better models for more accurate predictions, but if it takes 3 days on a super computer to compute, that's not very useful

A better model would require topography of every square inch of the ocean bottom (again costly).

A lot of the limitations aren't limitations in science per say, more limitations in resources.
