The women hockey team celebration was a very brash and arrogant style of celebration in front of cameras on top of official Olympic hockey ring ice. Plus these celebrations occur in locker rooms so it's a bit of abnormal scene.
It's not a big deal at all and they have the right to celebrate and party hard, but I can see why the latter will create disapproval thoughts. Has nothing to do with the sport, or the genders, it's just the way they celebrated and the spot to do it at.

On the other hand, Montgomery was walking through a public area, among the general public, with a tv camera pointed at him the whole way, while on his way to a television interview.
The women were in an arena that was only populated at the time by the arena staff and few members of the media who were working in the media area in the arena (that's how the scene was described in the SI.com blog posted early in this thread).
When they decided to start this impromptu celebration, they had no reasonable expectation that photos of it would ever see the light of day. Based on the SI blog, the media members who were there were enjoying watching the celebration, so the women were probably hamming it up for them a bit too. Then, the wrong person caught wind of it and it became a bigger deal than it should have.
