That is because you must realize what logic you are applying.
Last year, Kipper had more wins, therefore wins were a more important factor when evaluating his goaltending. SV% and GAA were not applicable because the team in front was terrible. Last year Luongo was lucky enough to beat Kipper in SV% and GAA, but had less wins. therefore he was an inferior goaltender.
This year Kipper has better SV% and GAA numbers than Luongo. That is the criteria this year. Wins are not as important this year, as Kipper has suffered from a poor team in front of him. Again it is Luongo's bad luck that he has not played at a consistently high level in the stats that matter this year, GAA and SV%. Please pay attention to what stats and logic matter and how they correlate with the calendar.
